Simplistically, a status of a candidate when marked as “Not Selected” means that he is no longer under consideration for that particular role. Even if the selected person rejects the offer, then the next person who would be considered would have a status as “Under review”. They are no longer recruiting for that role.

It means keep looking, they won’t leave you hanging out their for someone else to hire if you look strong enough on paper. Yes that is a good thing because it means you were pushed through to human resources, and you are likely to get an interview.
