We decided to shore dive Refugio since we were unable to make it to the Chanel islands. It turned out to be a good dive. The reef had hundreds of sea urchin ,starfish, anemones and kelp. The visability under water is about 4 feet and the waves aren’t as bad as other beaches in central California.
